[Voiceglue] Fetch timeouts

I'm fairly certain the file is not getting stuck, because I've 
witnessed at least one occurrence where both the file was uploaded 
successfully AND I was returned an error (I guess because it took 
exactly 7 seconds to upload). If it takes 7+ seconds then so be it, 
but I'm still not sure how to increase the timeout value to prevent 
my application from crashing. What is the standard VXML property for this?
