Congratulations! Sorry about the lack of documentation for
doing a distributed setup. Your investigations did turn up
the correct information. Feel free to contribute your findings

Yes, it's currently architected so that each voiceglue instance
(typically host) is expecting to communicate with a single Asterisk
instance (typically host).
There's not particular reason that this couldn't be changed.
It's just not something I considered.
