[Voiceglue] voiceglue problem

Hi,

i installed VoicGlue 0.11 in My Fedora 10. i written the following line in
manager.conf.

[phoneglue]
secret=phoneglue
read = system,call,log,verbose,command,agent,user
write = system,call,log,verbose,command,agent,user

My Asterisk version is 1.4.28

i writen the following line in extension.conf

[phoneglue]
exten => 1,1,Answer
exten => 1,2,Agi(agi://localhost)
exten => 1,3,Hangup

in My voiceglue.conf is like this

ast_sound_dir = /var/lib/asterisk/sounds
* http://190.127.1.21/IVRServer/welcome.vxml
3556 http://190.127.1.21/IVRServer/welcome.vxml

When i call sip:3556 at serverip. it is throwing error as follows

NOTICE[25690]: chan_sip.c:15121 handle_request_invite: Call from '' to
extension '3556' rejected because extension not found.

what is the problem in My configuration?. Please reply ASAP
